This can sometimes happen on Windows computer if the zip file you are extracting contains folder paths longer than 256 characters.
For example if you are trying to unzip our PLR into a deep subfolder like so:
And then the zip file also contains long folder paths. There is a chance that the full path is longer than 256 characters. On certain Windows environments this can cause the zip extract to fail.
If this happens, try saving your zip to a shorter folder path such as C:\Files
